68 “Child MLAs” carried the proceedings of Question Hour and Rule 324.

Jaipur |On the occasion of “World Day against Child Labour” on June 12, the first Vidhansabha “Baal Satra” of the state of Himachal Pradesh was successfully concluded. Organized under the chairmanship of HP Speaker Mr. Kuldeep Singh Pathania, 68 child legislators selected from across the country ran the House , carrying the proceedings of the question hour and rule 324 of the legislative process .
Chief guest Chief Minister Shri Sukhwinder Singh Sukhu and special guest Rajya Sabha Deputy Chairman Shri Harivansh were present to witness this historic Baal Satra . Along with this, all the cabinet ministers and assembly members of Himachal Pradesh also reached the Vidhansabha Bhawan to boost the morale of the children. Education Minister of Rajasthan Mr. Bulakidas Kalla also participated in this special session as a guest.
Speaker Kuldeep Singh Pathania said in his welcome address that the coming time belongs to the children. Such “Baal Satras” will play a pivotal role in building future legislators.
Also , Rajya Sabha Deputy Chairman Mr. Harivansh , in his address said that this type of session should be organized in every state of the country. Along with this he urged the honorable members sitting in the house to learn from the peaceful assembly proceedings conducted by the child legislators.
In the closing address of the session, appreciChief Minister Mr. Sukhwinder Singh ated the efforts of Digital Baal Mela and proceeding of the Baal Satra. He said that the suggestions given by the children will be included in the policy making of the state . The government will bring the suggestions presented in the children’s session under provision. Not only this, the suggestion of child MLA Ikshita regarding mental problems, depression, stress and tension will also find due place in policy making . Ikshkta suggested that provision should be made for yoga and meditation for 10 minutes every day in government and private schools. Chief Minister Sukhwinder Singh Sukhu paid special attention to this and announced in the Vidhansabha ‘Baal Satra’ that the suggestion of yoga and meditation would be made compulsory in schools everyday. The chief minister assured that the government will definitely bring this provision in the state.
Significantly, the command of the Shimla Vidhansabha was in the hands of “child legislators” for a day. On this day, the children expressed their concern about increasing drug addiction, environmental protection, provision of meditation to reduce mental stress, installation of nets on the side of the roads for prevention of landslides, imposition of high tax on vehicles coming from outside the state due to parking problem and smooth operation of electrical vehicles. Many local issues related to Himachal Pradesh including online medical facilities, career counselling, new education policy, introduction of theater in the curriculum, prevention of stray animals were also raised in the House. Not only this, in this Baal Satra the opposition staged sit-in protest against the increasing drug addiction in the state . The entire opposition started shouting slogans on the appeal of the leader of the opposition.
After the end of this session, the children also took a group photo with the Speaker, the chief guest and the special guest, and also took selfies with the CM and other cabinet ministers and MLAs present there. During this, there was a crowd of media personnel outside the Assembly House, who took interviews of the child legislators.
Janhvi Sharma of Digital Baal Mela told how the campaign “Bacchon ki Sarkar Kaisi Ho?” campaign was started 4 months ago. Under this campaign, Digital Baal Mela was able to cover all the districts of Himachal Pradesh and make children aware about this Baal Satra. Baal Mela received 1,108 video entries under this campaign.Out of these entries, 68 children were selected in 3 stages by a panel constituted by Digital Baal Mela. These selected 68 children, hailing from 43 assembly constituencies of Himachal Pradesh including 5 states were present in this historic Baal Satra .
