The Panchayati Raj system in India was started by the first Prime Minister of the country, Jawaharlal Nehru. In today’s environment, this question is bound to come in mind that what was the structure of Panchayat at that time?

Jaipur. A large part of India comes in rural areas. In such situation, the Panchayati Raj system was started in the country for the smooth operation of the governance system in the villages. In modern India, the Panchayati Raj system was first implemented in Rajasthan. On 2 October 1959, the country’s first and then Prime Minister Jawaharlal Nehru first started the Panchayati Raj system in Bagdhari village of Nagaur district. But have you thought that what was the structure of Panchayat in the country at that time? Let’s take a look at it.

Panchayati Structure during Jawaharlal Nehru

On October 2, 1959, the Panchayati Raj system was introduced for the first time in the country. Shortly after independence, it was noticed that only the central government or only the state government could not be able to run the governance of the whole country properly. For this, the administrative system at the local level was also considered necessary. Due to the high population and area in many states, the person sitting on the highest post of the state could not get to know about the problems of the people of rural areas. In such a situation, it was decided to spread the roots of democracy in the country like the roots of a tree. For this work a committee was formed in 1957 under the chairmanship of Balwant Rai Mehta, whose recommendation talked about democratic decentralization. This was called Panchayati Raj. Three tier structure was established in Panchayati Raj. There is Gram Sabha at the village level, Mandal Parishad/Panchayat Samiti at the block level and Zila Parishad/Zila Panchayat at the district level and the members of these three levels are elected through elections. These members handle the reins of governance at the grassroots level. After the introduction of Panchayati Raj system in Rajasthan, the first elections to Panchayats in the country were also held in September-October 1959 under the Rajasthan Panchayat Samiti and Zilla Parishad Act 1959.
