Before we tell you what the member suggested under this rule, you must first understand this procedure. There is no provision for Zero hour in the legislative process of Himachal Pradesh state. Zero Hour is the time when the attention of the government is drawn by the members of the Legislative Assembly to any incident or urgent issue that happened in their area or state. In the Himachal Pradesh Vidhansabha, instead of adopting this procedure, the members keep their point through some specified rules .There are many rules like- 130, 62, 324. It is first decided by the Speaker on which day and under which rule the matter will be kept in the House.

Under Rule 324, the members of the Legislative Assembly give suggestions to the government, draw the attention of the government on important issues and ministers can also give their accountability or assurance to the member under this rule. The major purpose of including the proceeding of this rule in the “Baal Satra “ was to ensure that more and more children could present their suggestions on the floor of the house and their problems could be conveyed to the society and the government. The children successfully presented their suggestions to the government under this rule .

It is worth mentioning that the honorable Chief Minister of Himachal Pradesh Mr. Sukhwinder Singh Sukhu was present as the chief guest in this special Baal Satra held on the occasion of “World Day against Child Labor “. The Chief Minister assured everyone in the House that the issues raised by the children through Rule 324 would be included in the policy making of the state . The session was presided over by the Speaker of the Himachal Pradesh Vidhansabha, Mr. Kuldeep Singh Pathania.
